Plot summary
Trucks carrying volatile toxic waste roll through the Hudson River tunnel toward an illegal dump in New Jersey, sharing the roadway with a bus of juvenile offenders, a playwright named Maddy Thompson, a vacationing family and an elderly couple traveling with their dog. A gang that has stolen a briefcase of gems speeds into the tunnel with the police behind them, loses control and slams into one of the waste trucks. The blast seals the tunnel at both ends, fills it with gas and kills dozens of commuters. Outside, former Emergency Medical Services chief Kit Latura, now driving a taxi, reaches the scene and argues that the roof should be brought down deliberately to shield anyone still alive from the fumes. When his former colleagues' commander dismisses him, Kit makes his way into the sealed tunnel himself.
