Plot summary
Eddie Kasalivich is an undergraduate at the University of Chicago who works as a machinist and technician on a team trying to pull hydrogen out of water for a cheap, clean fuel. Tinkering at home, he finds a sound frequency that steadies the team's process, and the group celebrates the breakthrough at the laboratory. Dr. Alistair Barkley, who heads the project, and Dr. Paul Shannon, its leader, disagree about whether to make the discovery public. That night Barkley and his assistant Dr. Lu Chen prepare to put the work on the Internet. An assailant abducts Chen and attacks Barkley, and the laboratory is wrecked by a hydrogen blast. Planted evidence then points the FBI at Eddie and the team's physicist, Dr. Lily Sinclair, who are accused of murder and go on the run.

- The Chicago shoot ran into record-breaking winter weather. Morgan Freeman said it was hardest on him because he is tropical and does not do cold weather, and he was ill in bed for four days at a stretch.
- Keanu Reeves later said the script he agreed to was rewritten out from under him: his character began as a married father whose research caused a death, and turned into a 24-year-old machinist. He asked director Andrew Davis what had happened to it and was told the new version was better.
- The interiors of the United States Capitol seen in the film are not in Washington at all: the crew shot them in the Wisconsin State Capitol in Madison, one of several Midwestern stand-ins alongside Yerkes Observatory and the old Inland Steel plant in East Chicago, Indiana.
