Plot summary
Steve Rogers serves S.H.I.E.L.D. from Washington, D.C., still out of step with the modern world. Out running, he meets Sam Wilson, a veterans counselor and former Air Force pararescueman. Sent with Natasha Romanoff and Brock Rumlow's S.T.R.I.K.E. team to free hostages from pirates led by Georges Batroc, Steve finds Natasha carrying out a separate order from Nick Fury to pull data off the ship's computers. At the Triskelion, Fury shows him Project Insight, three Helicarriers tied to spy satellites built to strike threats before they happen, and Steve questions the idea. Fury asks Alexander Pierce to delay the launch, then cannot get past the security on the data Natasha took. Ambushed on his way to meet Maria Hill, Fury reaches Steve's apartment, warns him that the agency has been compromised and that he can trust no one.
