Plot summary
Dr. Maria Vaselli, who developed a supersoldier formula for Fascist Italy, defects to the United States. In 1943 the American government selects Steve Rogers, a frail polio survivor, as a volunteer. The formula ends his ailments and gives him strength and endurance far beyond the ordinary, but before other soldiers can receive it, a Nazi spy kills Vaselli. Rogers, given the code name Captain America, is dispatched to stop the Red Skull, who is preparing a missile strike on the White House. He reaches the launch compound; the missile goes off course and he ends up frozen in ice. Decades later he is found and revived, and by then the Red Skull has a new identity and Tom Kimball, the boy who once photographed Captain America over Washington, D.C., is President.

- Dolph Lundgren and Arnold Schwarzenegger were both considered for the title role, and Val Kilmer was offered the part but turned it down to work on The Doors instead.
- Pyun originally wanted two different actors to play Rogers and Captain America, with Matt Salinger as the pre-supersoldier Rogers and Howie Long as the transformed hero, but Marvel insisted that only one actor play the character.
- The production originally planned to shoot on location in Italy, but budgetary issues moved shooting to cheaper Yugoslavia, and the script was heavily rewritten because many scenes could not be shot as written.
