Plot summary
Earth has drained its natural resources by 2038, and the corporations that run the galaxy fight one another for the remaining mining worlds. Galactic Mining Corporation has kept just one holding: Moon 44, where fuel is mined in the Outer Zone. Rival battle robots have taken its other moons, and the company's own defense fleet of helicopters, designed for the moons' violent atmospheres, was scrapped after too many pilots died in training. Pilots are still scarce, so prisoners are shipped in to crew and guard the base. Felix Stone, an undercover agent, arrives to learn what became of two mining shuttles that have disappeared.

- Director Roland Emmerich shot the film primarily in a warehouse that belonged to his father and was used for his furniture business; star Michael Paré said the spaceships were made of styrofoam packing material.
- Producer Mario Kassar was impressed enough after watching Moon 44 that he invited Roland Emmerich to Hollywood and hired him to direct Universal Soldier.
- Roland Emmerich ran out of money before he could shoot an important establishing shot, so he improvised using mirrors and members of the production crew as extras.
