Plot summary
The plague called the living death has crippled civilization, and a small group of scientists and doctors in Atlanta works on a cure. Their work needs data held in New York City, so Pearl Prophet volunteers as courier and is surgically augmented into a cyborg. Bodyguard Marshall Strat helps her retrieve the data, but the pirate Fender Tremolo and his gang want the cure for themselves. Wounded while fighting them, Strat tells Pearl to find a mercenary. Gibson Rickenbacker, a hired fighter, rescues her when she is cornered and hears her story. Fender's gang overruns the two of them, and falling debris knocks Gibson out. Fender gives Pearl a choice: come with him or die. Gibson tracks the pirates south, and Nady Simmons, a young woman who mistakes him for one of them, joins him.

Did you know?!Facts and trivia about Cyborg (1989)
Can contain spoilers, watch the movie first.
- Cyborg exists because Cannon Films collapsed around two other projects: a sequel to Masters of the Universe and a live-action Spider-Man, both set for Albert Pyun. With $2 million already spent on costumes and sets, Cannon started a new film to recoup it.
- Albert Pyun wanted Chuck Norris as his post-apocalyptic mercenary and wrote the storyline over a single weekend. Co-producer Menahem Golan overruled him and gave the lead to Jean-Claude Van Damme instead.
- The whole film was shot for less than $500,000 in 23 days, entirely in Wilmington, North Carolina, from a storyline Albert Pyun had written over one weekend.
- Riding the success of Bloodsport, Jean-Claude Van Damme was offered his pick of three Cannon pictures: Delta Force 2, American Ninja 3 or Cyborg. He took Cyborg, and later admitted he did not like the film very much.
- Actor Jackson "Rock" Pinckney, playing one of Fender's pirates, lost an eye when Jean-Claude Van Damme accidentally struck him with a prop knife during filming. Pinckney sued in a North Carolina court and was awarded $485,000.
- To land an R rating rather than an X, the violence was heavily trimmed, including a throat-slitting and gore from the village massacre. One cut removed a man's death mid-fight, leaving him to apparently vanish from the scene.
