Plot summary
Dan Saxon is a police officer whose childhood was troubled. A physical confrontation with his boss at a sheriff's office costs him his job, and Conroy Price, who works for Arizona's state attorney general, approaches him about an undercover assignment against drug and arms trafficking. Saxon makes no progress until he gets to know Virgil, a mechanic who brings him into the world of criminal bikers and schools him in motorcycles and the manners of the outlaw brotherhood. After changing his appearance, Saxon builds a second self called Sid and gets inside the Jackals, a gang headed by its president, Blood. He also becomes involved with Renee Jason, a photojournalist who knows he lives two lives.

- Larry Ferguson wrote the screenplay for Beyond the Law after reading Lawrence Linderman's article "Undercover Angel" in a 1981 issue of Playboy about undercover agent Dan Black. Black was a technical advisor on the film and had an extra role.
