Plot summary
Lt. James Long of the Los Angeles police is hunting whoever raped and murdered his wife. The case leads him to Joe Marks, a psychopathic dealer in illegal arms, and to Marks's gang, which is headed by a man named Nighthawk. Marks and his crew have robbed a National Guard armory, and the weapons they took are meant for gangs and criminals across the city. FBI agent Bill Bryant joins Long on the investigation, and the two men set out after Marks and his crew. Long's superiors at the department include Captain Skidmore, and Bryant works the case on the federal side.
