An All Dogs Christmas Carol (1998) on Netflix

Plot summary

Annabelle, an angelic whippet, tells a group of angel puppies about a Christmas in San Francisco. In an alleyway, Charlie, Itchy and Sasha help friends decorate for a party, and Charlie and Itchy tend the puppies, especially Timmy, who has a bad leg and needs an operation the dogs are collecting money for. Carface and Killer come for a debt; when Charlie refuses, Carface sounds a whistle that hypnotizes every dog into giving up their bones, and the pair leave with the food, presents and Timmy's money. Charlie and Itchy fail to recover the goods and learn that Carface serves Belladonna, who plans to use a giant dog whistle to make every dog in the city steal their owners' Christmas presents. Charlie asks Annabelle for help frightening Carface, and the friends are transformed into figures from A Christmas Carol.
