Plot summary
After the fall of Communism, Eastern Europe descends into anarchy, and a virus that kills everyone exposed to it crosses the world and reaches the United States through Boston. The city is quarantined behind a wall, and immigrants are barred in case they carry the infection. Only special passports, issued to government workers or sold on the black market, let anyone leave. Officer Delon is a mother who needs to get her son out, and she is about to hand him a black-market passport when she is called back to duty. A gang has been slaughtered, and the officers sent to find what did it go into the sewer system, with Delon and Lemieux among them.

- Bob Weinstein of Dimension Pictures ordered the film heavily re-edited and reshot, resetting it from Romania to Boston and making the virus the main plot device; the Romanian flag is still visible on the characters' uniforms.
- Natasha Henstridge, in her second film after Species, shot in underground caves and old buildings so dangerous the crew was not allowed in, hung from a grate 20 feet in the air, and pulled a hamstring during a running sequence.
- Albert Pyun shot the film the way a news crew covers a war, relying less on traditional plotting and using longer takes with less coverage so action revealed the story and character, for a "you-are-there" feel.
