Plot summary
A police lieutenant named Martin, who led New York's campaign against gangsters, is killed. Jake Irbell is charged with the murder but is released after witnesses against him are pressured or vanish. The crime commission wants results and the police commissioner is out of ideas. William Valcross, a leading citizen on the commission, proposes bringing in Simon Templar, a British amateur detective known as the Saint, who takes on criminals by methods the law does not allow. The commissioner lets him work freely. Valcross searches Europe and South America for him, and Templar receives a list of six gangsters.
