Plot summary
Rachel Lang is an outcast at her high school. Her only friend, Lisa Parker, jumps from the school roof after Eric Stark drops her, having used her for sex. Rachel finds a photograph of the two of them together and gives it to the police. Sheriff Kelton and the school counselor, Sue Snell, move to charge Eric with statutory rape, since he is eighteen and Lisa was sixteen. Eric and his teammates run a contest over how many girls they can seduce. When he and Mark Bing learn Rachel went to the police, they try to frighten her.

- A few weeks into filming, director Robert Mandel quit over creative differences, and Katt Shea took over with less than a week to prepare and two weeks of footage to reshoot. She was told everyone would be fired and the film shelved if she refused.
- The plot point about high school jocks using a point system to rate their sexual conquests was inspired by a real 1993 sex scandal involving a group called the Spur Posse.
- Told she could not use Sissy Spacek's footage from the original Carrie, director Katt Shea edited several scenes into the film and showed it to Spacek, who then granted permission for her likeness to be used.
- The film began as an original story called The Curse with no Carrie connection, and was scheduled to shoot in 1996 with Emily Bergl in the lead before stalling for two years and being retooled into a sequel.
- Amy Irving, who originated the role of Sue Snell in the 1976 Carrie, was initially wary of returning for the sequel and asked Brian De Palma, director of the original film, for his blessing.
