Plot summary

President George H. W. Bush plans to build the country's energy policy on the advice of Dr. Albert Meinheimer, a scientist who favors renewable energy. The coal, oil and nuclear businesses stand to lose, so their leaders plot to substitute a double who will read out a different speech. Jane Spencer, Dr. Meinheimer's secretary and Frank Drebin's former girlfriend, works late at the research institute when a suspicious man speeds away in a van and a clock rigged with dynamite explodes. Frank takes on the bombing case, comes across Jane and meets her boyfriend, Quentin Hapsburg of Hexagon Oil. Frank grows jealous of him.
