Plot summary
Thirty-two years after William H. Pitsenbarger was killed in Vietnam, a posthumous Medal of Honor request for the Air Force pararescueman lands on the desk of Scott Huffman, a Pentagon staffer whose career is on the rise. Pitsenbarger had left his rescue helicopter to reach wounded soldiers of the 1st Infantry Division under heavy fire, and his parents and Tom Tulley, his partner on that mission, want his Air Force Cross raised to the Medal of Honor. Huffman, who would rather not take the case, begins tracking down the Army veterans who saw Pitsenbarger at work, among them Takoda, Burr and Mott. Each man carries his own memories of the battle, and Huffman wants their accounts on the record.

- Todd Robinson was turned down by more than 50 production companies before he wrote The Last Full Measure's script without any funding or a studio commitment, with executive producer Sidney Sherman pitching alongside him.
- The Last Full Measure took nearly 20 years to make: Robinson first learned of William H. Pitsenbarger's story in 1999 while researching another movie.
- Robinson and Sidney Sherman landed a deal with New Line Cinema in 2007, but when New Line was sold to Warner Bros. the project was canceled and they spent the next decade finding funding.
- The film's Pentagon staffer Scott Huffman is loosely based on Parker Hayes, who worked at the Airman Memorial Museum and pushed for William H. Pitsenbarger's commendation to be upgraded to the Medal of Honor; Pitsenbarger had received the Air Force Cross instead.
