The King and the Mockingbird (1980) on Netflix

Plot summary

In the huge kingdom of Takicardia, a heartless king with the unwieldy title Charles V + III = VIII + VIII = XVI rules subjects who hate him as thoroughly as he hates them. He is cross-eyed, though no statue or portrait in the land dares show it, and he hunts for pleasure. In a secret apartment he keeps a painting of a beautiful shepherdess, who loves the chimney sweep in the portrait opposite. At night the two painted figures come to life and try to escape the palace, while the mockingbird l'Oiseau, who delights in taunting the king, comes to their aid.
