Plot summary

Will and Breeze Rutledge are boys in Gulfport, Alabama, when Hurricane Andrew arrives and their family tries to flee. Their truck is stuck, their father goes out to save it, and a blown-loose water tank crushes him while they watch. Years later Will works as a meteorologist, Breeze as a repairman, and a Category 5 storm called Tammy bears down on the same town. Treasury agent Casey Corbyn is told by her colleague Randy Moreno to bring Breeze in, because the power is out at the building where worn-out currency waits for the shredder. Casey leaves to find him, and a band of rogue treasury agents storms the place to seize the money inside. Only Casey knows the new code to the vault, so the thieves set out to find her.
