The Hitcher II: I've Been Waiting (2003) on Netflix

Plot summary

Jim Halsey works as a police officer, fifteen years after a hitchhiker terrorized him on a Texas highway. Suspended after he used excessive force on a kidnapping suspect, he calls retired Captain Esteridge, who invites him to Texas to talk face to face about what he carries from that trip. Jim's girlfriend Maggie, who runs a crop dusting business and knows nothing about his past, asks to come along. In Texas they collect the car Esteridge left for them and set out for his house. Jim sees a highway sign warning drivers not to pick up hitchhikers. When they pass an RV run off the road with blood at the door, he refuses to stop, though Maggie wants to help. A motorcycle crashes ahead of them, and Maggie insists on taking its rider aboard.
