Plot summary
Menlo Schwartzer is a high school genius who cannot stand surfers, and after a cruel practical joke he sets out to clear the beaches of them. From a laboratory hidden underwater he mixes an addictive chemical that turns whoever drinks it into a zombie punk who eats garbage. His girlfriend Sparkle helps him against her own wishes, and two soda businessmen who like cigars put the formula on the market as Buzzz Cola. Drinkers of it join the army Menlo is assembling. Chuck and Bob are dim surfer dudes on that coast, the crowd Menlo wants gone. When friends of theirs fall to the drink, the two find no help from the police or their distracted parents, so they turn to an eccentric science teacher and vow to stop him before the weekend's big surf contest.

- Director Randall M. Badat conceived Surf II after a surfing injury to his face left him on heavy painkillers and "whacked out of [his] gourd on Demerol"; he pitched the idea to writer friends as "Frankie and Annette Go to Hell," and they urged him to turn it into a screenplay.
- Surf II premiered at the Coronet Theatre in Los Angeles; according to the cast and crew, underage youths who could not get into the screening tore the theater's doors off their hinges, and the film was banned after one night.
- After completion, Surf II was repeatedly rejected for studio distribution and re-edited with new nudity and gross-out gags to ride the sex-comedy trend set by Porky's the year before; director Randall Badat was upset and embarrassed by the changes.
- The producers of Surf II approached 1960s beach-movie stars Frankie Avalon and Annette Funicello to appear in the film, but according to director Randall Badat both flatly refused.
- Joshua Cadman won the role of Johnny "Big Head" after impressing producers by drinking an entire six pack of beer during his audition.
- A musical performance by surf guitar icon Dick Dale was filmed for Surf II but cut from its theatrical release; his scene was restored for the 2021 director's cut.
- New wave band Oingo Boingo wrote the song "Hold Me Back" for Surf II, and it has never been officially released outside the movie's soundtrack.
- Eddie Deezen supplied several odd props used in the film himself, including a baseball cap with an absurdly elongated brim and an oversized pair of novelty scissors.
