Superman vs. The Elite (2012) on Netflix

Plot summary

The supervillain Atomic Skull goes on a rampage in Metropolis, leaving several people dead before Superman defeats him. Asked why he does not use his power to fix the world, Superman argues against lawless violence and speaks of the good in everyone. The leaders of Bialya and Pokolistan interrupt, blame each other for breaking a peace treaty and declare war. In Bialya, Superman watches a Pokolistani bio-weapon destroy most of the Bialyan military. The Elite, a team of ruthless vigilantes, arrive and help him destroy it: Manchester Black, a British telepath and telekinetic, Coldcast, who emits electrical energy, Menagerie, bonded with demonic-looking beasts, and Hat, a magician whose powers center on his fedora. Back in Metropolis, Superman looks into the newcomers.
