Plot summary
Every week, Jessie Kelly and her uncle cross to an island in the Outer Hebrides with supplies for Michael Mason, who lives there alone and once worked as an assassin in MI6's Black Kite division. Her uncle served with Mason in the Royal Marines. A storm kills the uncle and throws Jessie into the water; Mason hauls her out and lets her recover at his home, and the two bond. A public inquiry is questioning Stephen Manafort, who runs MI6 and once handled Mason, about THEA, a surveillance program that tracked British citizens. Prime Minister Fordham, a supporter of the program, has Manafort's deputy, Roberta Frost, take his place so that he can run black operations outside the agency's control.

- Shelter was pitched at the 2024 Cannes Film Market by Black Bear Pictures as an untitled action film written by Ward Perry and starring Jason Statham, with Baltasar Kormákur attached to direct and filming planned for the UK and Iceland.
- Though Shelter was originally planned to shoot across the UK and Iceland, principal photography ultimately began in the United Kingdom and Ireland instead once Ric Roman Waugh took over as director in February 2025.
