Officer Frank Williams and Blaine, his partner, check an abandoned house and find a woman whose eyes have been torn out. Four years on, Frank works as a guard at a county detention center and escorts a group of young offenders to the Blackwell Hotel, shut since a fire, to clean it up so it can house homeless people. Margaret, who owns the place, arranged the work in return for shorter sentences.
