Plot summary

Shaggy Rogers has a disorder that makes him panic at frightening things, and he fears he can no longer stay with Mystery Inc. The gang brings him to a spa in La Serena. There they meet Mr. Hubley, who runs the spa and practices hypnotherapy, and Professor Svankmajer, a paleontologist overseeing a dig with her assistant Windsor. A huge ghost dinosaur attacks the site, and Shaggy freezes until Scooby-Doo pulls him clear. Mr. Hubley calls the beast the Phantosaur and hypnotizes Shaggy so a keyword flips him into a fearless self, but nobody remembers the keyword.

On October 12, 2017 a YouTube user posted "Ultra Instinct Shaggy", an edit of the scene of Shaggy fighting Tex's biker gang. The title refers to the Dragon Ball Super powered-up state, and the video slows the footage at points so Shaggy appears to have gained the power.
As Mortal Kombat 11 was in development, a Change.org petition to include Shaggy as DLC drew thousands of signatures and the attention of Mortal Kombat co-creator Ed Boon and Shaggy's voice actor Matthew Lillard. It was later confirmed that Shaggy would not appear in any Mortal Kombat game.
The meme was referenced in the animated film Mortal Kombat Legends: Battle of the Realms, whose intro has Shaggy, surrounded by a glowing aura and with glowing green eyes, step out of the Warner Bros. Animation logo and grab Scorpion.
Shaggy went on to become a playable character in the video game MultiVersus, where he gains superpowers after eating what appears to be rock candy and some of his lines quote this film verbatim.
