Plot summary
Afzel, an Egyptian sorcerer said to be three thousand years old, has taken one of the god Sutekh's secrets of life: the art of placing the souls of the dying inside inanimate objects. Servants of Sutekh attack him, and he escapes to Paris. Sutekh raises three mummified high priests, led by the First Servant, and sends them after him. In Paris, the young puppeteer André Toulon runs a puppet theater, and Ilsa, the Swiss ambassador's daughter, watches his show. In the sewers, hired thugs beat Afzel; Ilsa sees him and calls for help, and she and Toulon carry him inside. Afzel tells Toulon the secret must be passed on to protect humankind when the elder gods rise. Toulon doubts him until the puppets move, and then begins to learn.

- Retro Puppet Master was shot in Romania over just two weeks in the fall of 1998, with a budget of around $30,000, a shoestring for a feature film.
- The original plan followed Toulon and his puppets escaping Germany by train and being confronted by Nazis and demons, but distributor the Kushner Locke Company scrapped it, believing it would offend German audiences.
- Retro Puppet Master is the only entry in the Puppet Master series that both skips Richard Band's theme music and is rated PG-13.
- Retro Puppet Master marked Guy Rolfe's final turn as André Toulon, apart from stock footage later used in Puppet Master: The Legacy.
