Plot summary
Claire Redfield and her older brother Chris grow up at the Raccoon City Orphanage, where Claire befriends Lisa Trevor, a girl Dr. William Birkin has experimented on for the Umbrella Corporation. Claire gets out of the orphanage. Years later, in 1998, she hitchhikes back to Raccoon City, and the truck driver who picks her up hits a woman on the road; the woman vanishes, leaving blood that the driver's Dobermann licks. At a diner, rookie officer Leon S. Kennedy sees the owner bleeding from her eyes. Claire wants to warn Chris about the Umbrella Corporation's experiments, but a siren orders residents indoors and the infection spreads. Chief Brian Irons tells the STARS Alpha team that the Bravo team disappeared while looking into a death at the Spencer Mansion, and the team flies there by helicopter.

- Johannes Roberts had to cut monsters, characters and locations from his script after the budget was reduced from $40 million to $25 million; concept art by Daniel Carrasco for Hunters, Chimeras, giant spiders and Mr. X had already been finished.
- Constantin Film, unimpressed with Greg Russo's script, proposed adding a time travel subplot; Russo and producer James Wan then left the project citing creative differences, with their departures confirmed in December 2018.
- A scene in which Lisa Trevor sacrifices herself attacking Birkin while the others escape on a train was among the action scenes cut or changed, mostly because of budget cuts.
- Welcome to Raccoon City is the first live-action film in the Resident Evil series in which Milla Jovovich does not play the lead role of Alice.
- Writer-director Johannes Roberts said the film carries the games' atmosphere of constant rain and darkness, and that they even used the fixed angles of the first game when the characters are at the Spencer Mansion.
