Plot summary
Bill Williamson disappeared after his killing rampage in Tenderville and has spent years off the grid, living on money stolen from a bank during the massacre. Recordings of his rants about population control have drawn millions of views. Now he buys weapons and builds homemade explosives, burns down the inside of his house and drives into the city, where he shoots pedestrians from an alleyway. He reaches a television station in Washington, D.C., blows up his car and walks in. After shooting a security guard and several employees, he forces the survivors, among them anchorman Chip Parker, into a basement at gunpoint. He gives Chip a disc to broadcast and demands a live interview in exchange.
