Plot summary
Rainbow Brite and her horse Starlite travel to Earth to begin spring, but first they must get past Stormy, a magical girl who rides Skydancer and commands the winter season. On Earth Rainbow's power weakens and the season never changes, which leaves Brian, the only boy who can see her, afraid that spring will not return. Back in Rainbowland, the robotic horse On-X brings news that Orin, the leader of Spectra, has vanished. A net is being woven around Spectra, a diamond planet, so that a princess can tow it away with her spaceship, and her Glitterbots force the planet's Sprites to weave it. A boy from Spectra named Krys believes he can save his world alone, while Murky Dismal and his assistant Lurky want Rainbow's color belt.

- Janet Maslin of The New York Times said in her short review that the film "isn't a movie; it's a marketing tool", referring to animated fare that had just begun the practice of cashing in on pre-sold toy lines.
- Stuart Fisher, a contributor for Jerry Beck's Animated Movie Guide, summed the film up with the line "Sorry, kids, the star stealer was here", referring to the zero stars it was given in the book.
- As an extra promotional tie-in, Ralston Purina, the makers of Rainbow Brite cereal, ran a limited time mail-in offer for full size Star Stealer theatrical posters.
