Plot summary
In 1890, five years after the Mousekewitz family arrived in the United States, they are still poor and still fending off cats that hunt mice. Fievel keeps thinking about a bloodhound lawman named Wylie Burp, and his sister Tanya wants to sing. Tiger's girlfriend, Miss Kitty, departs for the west. A British aristocratic cat, Cat R. Waul, attacks the mice and drives them into the sewers. There a cowboy mouse speaks to them about a new home out west where cats and mice live in peace, and the family sets out by train. Tiger sets out after them and is sent off course by a pack of dogs.

- Spielberg met James Stewart at a party and asked him to voice Wylie Burp; all of Stewart's lines were recorded in ten days, and his last involvement in a Western had been The Shootist in 1976.
- The hand-drawn animation was punishing work: it took at least a week to complete a minute of animation, around sixty artists to paint approximately 230,000 cels, and a week for a single animator to finish three seconds.
- Don Bluth, who had partnered with Spielberg on the original film and The Land Before Time, was set to direct with Sullivan Bluth Studios animating, but they parted ways over creative differences; Bluth said "the business deal wasn't such that it helped our company".
- John Cleese was the first choice for Cat R. Waul and was approached in 1989 by one of the producers at what he vaguely called "the Italian Oscars"; he was paid his lowest fee in ten years, which made him very unwilling to publicize his involvement.
- A sequence was edited out after release: the hidden penis doodle briefly seen during Tanya's version of "Dreams to Dream" was removed following the controversy it caused.
