Plot summary
Rodney Williams holds a senior post at the London County Council in 1953. His desk is covered in stacks of paper, and Mrs. Smith leads a group of women who come to the council with a petition. They want a World War II bomb site made into a children's playground. A new employee, Mr. Wakeling, takes them from department to department, and their request comes back to Williams, who tells his colleagues he will take no further action. A terminal diagnosis then reaches him, and he cannot bring himself to tell his son Michael.
