Plot summary
The car owners of Laxdale, a remote village in the Scottish Highlands, are withholding their Road Fund taxes because the single road serving them is in poor repair, and the summonses sent out through the local police have been vanishing. A government delegation comes to look into it. It is headed by Samuel Pettigrew, a politician and industrialist whose mother came from the village, and includes the MP Hugh Marvell and Andrew Flett of the Scottish Office. Pettigrew suggests giving up the village for a New Town a hundred miles away.
