Plot summary
A gate wrenched free by a cyclone in Kansas leaves Dorothy unconscious, and she wakes in Oz with Toto at her side. A talking Signpost bears three signs, all of them reading Emerald City, and along the road the two meet Pumpkinhead, who serves the witch Mombi against his will. Mombi is a cousin of the two dead Wicked Witches. When Toto runs after a cat to a small house, Mombi's crow and then Mombi take Dorothy captive. Pumpkinhead slips in while Mombi is away and finds the green elephants his mistress has made to serve as an army for seizing the Emerald City. He sets Dorothy free, and they flee.

- Liza Minnelli voiced Dorothy, the part her mother Judy Garland played in the 1939 film; because of the long delay, the film came out after Cabaret instead of being Minnelli's first major role.
- Development began in 1962, but Filmation ran out of money and the unfinished film sat on the shelf for nearly eight years, completed only after the studio made money on its television series.
- Peter Lawford and Danny Thomas recorded the Scarecrow and the Tin Woodman but were replaced by Mickey Rooney and Larry Storch, though Thomas' vocals for the song "H-E-A-R-T" were kept in.
- For ABC in 1976, Filmation expanded the film into a Christmas television special, adding live-action segments with Bill Cosby as the Wizard, a character not seen in the theatrical release.
- The music heard over the opening titles is "The Awakening" by Johnny Pearson, recorded in 1967, which is otherwise used as the theme for ITN's News at Ten.
