Plot summary
At a golf course, Z.O.W.I.E. chief Lloyd C. Cramden is playing with President Trent when Fabulous Face strikes. The attackers render Cramden unconscious, take the president away, and put in his place an actor changed by surgery to resemble him. A stopwatch left running through the ambush shows Cramden that three minutes are missing from his memory of the outing. He seeks out Derek Flint, a former agent living in New York, and lays the puzzle before him. The women of Fabulous Face aim to govern the world through their own matriarchy. Their base is a beauty spa in the Virgin Islands, situated near a rocket facility, and the hair dryers there conceal recorders that feed suggestions to customers. Flint begins by looking into the man now occupying the presidency and the network tied to the spa.

- Coburn said director Gordon Douglas "really didn't direct the film", crediting stunt arranger and stunt double Robert 'Buzz' Henry and director of photography William H. Daniels as the real authors; Douglas was ill with a heart problem.
- The Fabulous Face spa, set in the Virgin Islands, was played by the Round Hill Hotel in Montego Bay, Jamaica, and the interiors of the Z.O.W.I.E. facilities were filmed at the Hyperion sewage treatment plant.
- This film and Caprice with Doris Day were the last films made in CinemaScope, as Fox and other studios moved over to Panavision and other widescreen processes.
