Plot summary
Two men lead the field in Russia's 1999 presidential race: Igor Komarov, a former KGB colonel, and Nikolai Nikolayev, a retired army general. A bombing outside a pharmaceutical plant belonging to Komarov leaves a virus stolen from the premises, and agents Sonia Astrova and Andrei Kasanov of the FSB look into the theft. The FSB director, Anatoly Grishin, blocks their inquiry. Sir Nigel Irvine, a British Embassy official in Moscow, persuades Jason Monk, a former CIA officer who handled double agents inside the Soviet Union, to take on the job, offering a chance at old scores and at the daughter he left behind. In Moscow, Monk turns to his old friend Viktor Akopov, who hides him from Komarov's men.
