Plot summary
Regina Louise spends her childhood as a ward of California's juvenile court, placed in more than thirty foster placements, group homes and psychiatric facilities before she turns eighteen. Her father, the singer-songwriter Tom Brock, gives her up to foster care in the late 1970s. She is born in Austin, Texas, and leaves school at eleven. The day before her thirteenth birthday she turns herself in to the Richmond Police Department. At the shelter she bonds with Jeanne Kerr, a nurse, who petitions a Contra Costa County court to adopt her. The court denies the petition, a ruling described as racially motivated, and the bond between them is broken by the decision.

- In real life, Regina Louise reconnected with Jeanne Kerr after publishing her 2003 memoir Somebody's Someone; on Nov. 20, 2003, in the same Contra Costa County courthouse where a judge had denied Kerr's adoption request decades earlier, Kerr, then 59, adopted Louise, then 41, who took the legal name Kerr-Taylor.
