Plot summary
Lloyd Christmas has spent twenty years in a mental institution, and Harry Dunne discovers the whole stay was a prank. Harry needs a kidney transplant, and the parents who raised him cannot give him one. Going through mail piled up since he moved out, he finds a 1991 postcard from his ex-girlfriend Fraida Felcher, who was pregnant and wanted him to call. She tells him she had a daughter, Fanny, placed for adoption, and that a letter she sent the girl came back with instructions not to write again. Harry hopes the daughter can help him, so he and Lloyd drive to Oxford, Maryland, where she lives as Penny, the adopted child of Dr. Bernard Pinchelow. Lloyd has seen her photograph and wants to meet her too.

- On 15 June 2017 the United States Department of Justice charged that the money used to produce the film had been stolen from a Malaysian government investment fund. Prosecutors went to federal court to seize ownership of this film and of Daddy's Home; Red Granite Pictures denied knowingly accepting stolen money and later settled for $60 million.
- Jim Carrey walked away from the sequel in June, concerned that Warner Bros. had shown little enthusiasm for it, and Jeff Daniels responded by saying he would not make the film without Carrey. Both were back by the time the script was finished that October.
- Jennifer Lawrence, a declared fan of the original, was reported to have shot a cameo as a younger Fraida Felcher that never made the final cut. Claims that she vetoed the scene were denied by both her camp and the Farrellys, and Bobby Farrelly said they simply could not work around her schedule.
- Red Granite Pictures sued for a declaration that it owed the original Dumb and Dumber producers Steve Stabler and Brad Krevoy no fees or credits on the sequel, and the pair countered by accusing the company of racketeering. The case was settled in a Los Angeles Superior Court on 18 July 2014.
