Plot summary
The Nautilus, commanded by Captain Nemo, plucks drowning passengers from the sea and delivers them to Templemer, a city beneath the water. Among those rescued are Senator Robert Fraser, Helena Beckett and her son, the cowardly Lomax, and the thieving brothers Barnaby and Swallow Bath. Nemo informs them that Templemer will be their home for the rest of their lives. He leads them on a scuba tour of the city, and Lomax is caught trying to steal diving gear. Fraser is drawn to a musical performance by Mala, the city's swimming teacher, a detail noticed by Joab, Nemo's second in command. Joab explains to the Bath brothers how Templemer produces oxygen and fresh water, and gold as a by-product. No one, Joab says, has ever left Templemer.

- The film began as an idea that became Roger Corman's unproduced Captain Nemo and the Floating City, based on two Jules Verne stories. MGM producer Steven Pallos revived it after reading about Jacques Cousteau's deep-sea habitat experiments and changed "floating" to "underwater".
