Plot summary
Alexander commands a covert mission in Dagestan. The targets are the terrorist Abu Alwaki and the arms dealer Mr. Chen, who funds terrorism. The mission fails: Alexander's whole team dies and Chen gets away. Years later Alexander lives in Romania, working as a handyman at an apartment complex. He grows close to his neighbor Lena and her younger sister Mya. Their brother Sasha collects protection money for the Mafia to cover their father's debt and keep his sisters safe. Lena works at a club owned by the mob boss Vladimir, who notices her bond with Alexander and has his men warn him off. Alexander refuses to stay away, and a fight follows in which three of Vladimir's men die. Alexander leaves with a bag holding $300,000 that belongs to Mr. Chen, money Chen laundered through the club.

- While filming in Bucharest, Steven Seagal adopted a seven-month-old stray puppy to draw attention to Romania's street dogs, after the country's parliament passed a 2013 law permitting the euthanasia of Bucharest's roughly 64,000 stray dogs.
