A Doggone Christmas (2016) on Netflix

Plot summary

The orphaned Jack Russell Terrier can read minds, and once the CIA finds out, the agency plans to turn him into a weapon for undercover work. The puppy gets away and ends up with two brothers about a week before Christmas. The boys discover that their new four-legged friend can talk with them without speaking. Money is tight at home because their father has lost his job, which makes adopting anything hard to justify. Orders come from Washington to recover the animal, and teams of field agents, helicopters and drones sweep the countryside. Camilla Sharp, a special forces agent, leads the hunt, with instructions to bring the dog back or make sure no one else gets him.
