Plot summary
Casey Ryback has retired from the Navy and runs a restaurant in Denver. His estranged brother James dies in a plane crash, and Casey meets James's daughter Sarah, whom he accompanies to Los Angeles for the funeral. Aboard the Grand Continental, a train crossing the Rocky Mountains, they meet Bobby Zachs, a porter. Armed men then flag the train down. Travis Dane, a former government computer specialist, and the mercenary Marcus Penn seize the train and hold everyone aboard hostage. Dane sets up a control center on the moving train for Grazer One, a secret military satellite he designed, which his backers want used against a reactor under the Pentagon.

- Gary Busey, who played the villain killed in the first Under Siege, was signed to Under Siege 2 for $750,000 but, to keep the story's continuity intact, never filmed a single scene and was still paid his entire contract.
- While filming at Chatsworth's Stony Point Park, the production painted some of the natural boulders, which angered local rock climbers, who said the paint made the rock faces unsafe to climb.
- Jenny McCarthy said Steven Seagal asked her to take off her clothes during an unsuccessful audition, and Katherine Heigl, who was 16 during filming, said Seagal told her he had girlfriends her age and, when she called it illegal, replied that they didn't seem to mind.
