Plot summary
Sam, a small trick-or-treater in orange footie pajamas and a burlap sack, enforces the rules of Halloween in Warren Valley, Ohio, where four stories interlock. School principal Steven Wilkins catches Charlie smashing jack-o'-lanterns and stealing candy, and lectures him about respecting the holiday. Teenagers Macy, Chip, Schrader and Sara bring Rhonda to a flooded quarry to hear the legend of the Halloween School Bus Massacre. Laurie, a 22-year-old from out of town, joins her sister Danielle and friends Maria and Janet and dresses as Little Red Riding Hood. Mr. Kreeg, a recluse who hates Halloween, dresses his dog up to scare trick-or-treaters away from his door.

- Sam, the trick-or-treating demon, began in a 1996 animated short called Season's Greetings that writer-director Michael Dougherty made as the film's precursor, with Sam as a boy in orange footie pajamas stalked by a stranger. It was later a DVD extra and ran in a 24-hour FEARnet marathon.
- The "Halloween School Bus Massacre" segment was rewritten after Michael Dougherty decided its planned twist, that the teenage characters were all ghosts and one had forgotten she was one of them, had become an overused trope. That version was set in a graveyard, with the kids luring the girl to play with them.
