Ivo Salvini leaves a mental hospital and becomes infatuated with Aldina Ferruzzi, who keeps her distance. He links her blond beauty to the moon and blames it for his madness and his frustration. While he tries to court her, he meets the countryside's eccentrics, among them an oboe player who sleeps in the cemetery and a man who meditates on rooftops. He also meets Gonnella, a former prefect dismissed over his growing paranoia, who appoints Ivo as his lieutenant and sets out with him to investigate the wild conspiracies around them.

Can contain spoilers, watch the movie first.
- Fellini had a whole town built outside Rome on the via Pontina, near Dino De Laurentiis's former studio Dinocittà; with designer Dante Ferretti he put up a church, a piazza, apartment blocks, shops and a hairdresser's, all parodying different styles.
- Production manager Pietro Notarianni and Oscar-winning set and costume designer Danilo Donati fought over the film's costs, and Donati quit the production; he was replaced by Dante Ferretti.
- No genuine script was ever finished for the film; Fellini instead came up with entire scenes each day by watching his actors improvise on the set.
