Plot summary
Didi Pickles is expecting a second child, and Tommy is uneasy about what a new baby will mean for the family. Dil arrives, and his constant crying and grab for Tommy's toys exhaust everyone at home. Stu tells Tommy that one day he will be glad to have a little brother. Phil and Lil propose loading Dil into the Reptar Wagon, which Stu made for a toy competition in Japan, and taking him back to the hospital. The argument brings Angelica in to scold them, and when Dil snatches her Cynthia doll, the scuffle sends the wagon rolling off with the babies aboard. The wagon races through the streets and ends up in a van that crashes in the woods, while Angelica and the dog Spike go looking for the missing babies.

- Madonna was initially set to voice the baby Dil Pickles, but Tara Strong got the role after her impression of a crying baby in the audition.
- A new track by David Bowie, "(Safe in This) Sky Life", was written for the film's soundtrack but was ultimately removed; Bowie re-recorded it as a B-side for his 2002 single "Everyone Says 'Hi'", under the title "Safe".
- This was the first Rugrats production to use digital ink and paint, rather than the traditional cel animation used in the television show.
