Plot summary
Danny Roman is a lieutenant with the Chicago police and one of its best hostage negotiators, working out of the east precinct. His partner, Nate Roenick, tells him an informant has accused colleagues in their unit of stealing millions from a fund for disabled officers. Nate is killed before the two can talk again, and Danny is picked up at the scene, unable to name the informant or back up the story. Internal Affairs Inspector Terence Niebaum pursues him: a gun recovered from a pond is linked to one of Danny's own cases, and a search of his home turns up an offshore bank account. Stripped of his badge and duty weapon, Danny insists he is being framed, walks into Niebaum's office and takes the people inside hostage, demanding Lieutenant Chris Sabian as his negotiator.
