Plot summary

Cooper, the deputy director of the CIA, hopes a scandal will force Director Ross out of his post and open the job for him. Ross knows what Cooper has done, and the Senate committee that questions him gives him 48 hours to supply answers. Since Cooper has his house bugged, Ross plants word that a man arriving at the airport can clear him, then sends his assistant Brown to meet the flight. Brown is told to choose anyone from the crowd. He settles on Richard, a concert violinist whose friend Morris hid one of every pair of his shoes, so he left home in a business shoe and a red sneaker. Cooper takes the bait and has him followed, and Maddy, one of Cooper's operatives, bumps into Richard and steals his wallet.
