Plot summary
Erroll Babbage works for the Department of Public Safety, keeping watch on the sex offenders registered in his region. The rough treatment he deals out to the people on his list has brought him an early retirement, and he has eighteen days left to show his replacement, Allison Lowry, how the job is done. Years on the job have left him with little faith in the system. When a seventeen-year-old named Harriet Wells is reported missing in his area, Erroll ties her disappearance to a paroled offender under his supervision. His superiors doubt his theory, so he persuades Allison to follow him into the pornography trade to look for the girl.
