Plot summary
In 1946 a boy in the Soviet Union is chased by bullies until a girl named Svetlana drives them off. He tells her he feared for the bullies, not for himself, and then shows her his strength and his ability to fly. Svetlana urges him to use those powers for their country. A decade later the Soviet government puts out a propaganda film presenting the alien superhuman as Joseph Stalin's adopted son, the Soviet Superman. President Dwight D. Eisenhower asks the scientist Alexander "Lex" Luthor to find a way to counter him. Luthor arranges for a satellite to threaten Metropolis, giving his fiancée, the reporter Lois Lane, a reason to interview Superman.
