Plot summary
A hooded figure murders two girls in Timberlake, Utah. Five years later, Stephen Broderick is a Cleveland FBI agent, and his gifted ten-year-old son Jesse is curious about his work. Jesse sees links between the earlier case and a fresh one. In both, mothers report an old woman in a black dress picking something up beside the road and placing it in a basket. Broderick goes to Draper Penitentiary to meet Bobby Martel, who faces execution for the Provo Canyon massacre, and FBI Agent Roxanne Lemar greets him.

- On October 31, 1992, while returning from the film's shoot, MCA vice-president Rob Blattner and publicist Dale Berliner were killed when their Piper Cheyenne III crashed into the Book Cliffs near Grand Junction, Colorado; the pilot also died.
- The Southern Utah Wilderness Alliance protested to the local Bureau of Land Management to cancel the film permit over the 110-feet-high faux structure of tubing, metal wires and painted burlap built on the rock for the ark's crash, but officials decided it would not leave lasting marks and the assistant secretary of the Interior Department backed the filmmakers.
- Director James Glickenhaus feared Scott Glenn would turn down the lead role because his casting in another serial killer movie drew Silence of the Lambs comparisons, and hoped the unusual father-and-son pairing would sway him. Glenn took the part, but the title change to Slaughter of the Innocents before filming compounded the comparisons and annoyed him.
- Promotional materials claimed the film used the actual room at Utah State Prison in Draper where Gary Gilmore was executed, but other sources say the producers found the real execution cell not moody enough and used another building in the facility instead.
- The film's FBI offices were represented by Cleveland's North Point Office Building and Tower, whose closeness to the old Stadium let the crew use 70,000 fans watching the Browns play the Miami Dolphins as the backdrop of a scene, at no expense.
- The killer's lair was built inside the Albert Poulson Mine near Redmond, where a construction crew arrived three weeks in advance to fill in the bottom of the mine and lay the ark's rails. The ark measured about 60 by 20 feet and weighed 3 tons.
