Geneticist Nathan Sands and his daughter Nicole take a U.S. Navy contract to build a weapon: an intelligent shark fitted with octopus tentacles, known as S-11, controlled by electromagnetic pulses from a device on its head. The creature casts off that device during a test mission and heads for Mexican waters in search of food. Sands and Nicole are sent to catch it, and in Mexico fishermen Andy Flynn and Santos join the search. Andy, Nicole and Santos follow S-11 by boat while Sands and his crew trail them by yacht.
