Plot summary
Two riders on dirt bikes are attacked on the beach, and Sheriff John Stone of White Sands treats the deaths as murders. His sister, Deputy Brenda Stone, brings in shark expert Sandy Powers without his approval. Jimmy Green, the mayor's son, comes home to throw a party, and Brenda, who once had a fling with him, is not pleased to see him. The town is in a financial crisis, so at a town meeting the locals refuse to close the beaches. A man named Angus McSorely tells them sand sharks are responsible and offers to deal with them, and is dismissed as crazy. Sandy examines a shark tooth and speaks with John.
