Plot summary
In China during the Second Sino-Japanese War, Mr. Gao, a patriot, opposes the Reorganized National Government of China and its dealings with the Japanese. With a thief called Black Hat he steals the contract the government has drawn up for the Japanese, meaning to carry it from Shanghai to Hong Kong and make it public, since the people, if they knew of the deception, would revolt and overthrow the government. Interior minister Hung Xu-wu marks him for assassination, and Shanghai tycoon Shen Gang-fu assigns his underlings, a company of fighters known as the Shanghai 13, to protect Gao on his way to the dock.
