Plot summary
Annetta and Carol are two of the girls held at an open borstal in Britain, and both walk away from it. Annetta means to reach the convent that is bringing up her baby daughter. Carol has no wish to stay free: she plots to be caught and sent to the closed borstal, the one where her girlfriend Doreen is doing time. In that closed house the girls fight, pair off, attempt suicide and attempt escape.

- Mai Zetterling agreed to direct only if she could rewrite the script to put less stress on the lesbian relationships, calling the original "Peeping Tom stuff". She also cut scenes she thought were too reminiscent of Scum, saying the film should not be a sequel even if people called it one.
- Chrissie Cotterill said the cast and Zetterling hated the title Scrubbers, but producer Boyd insisted it stay; he said their approach in advertising would minimise the pejorative effect of the word.
- Roy Minton, the film's screenwriter, was unhappy with the finished film, complaining that his screenplay had been "savaged" and calling the production "arguably the worst film ever made".
- Zetterling rehearsed for a week and shot the film in a Victorian mental hospital in Virginia Water rather than in a studio, saying: "The walls had their lived-in pain and the corridors were long and aching."
- Zetterling spent months doing fieldwork and put hundreds of girls in front of her video camera before finding the group she called her "loyal group of thirty unknowns".
